Denis designs and delivers complex, production-grade systems end to end — from architecture and technical design through to team lead and full delivery. With 15+ years across Belgian financial institutions, insurance and public sector, he specialises in high-volume integration platforms, cloud-native infrastructure, enterprise application modernisation and AI-augmented systems.
Full technical design and lead implementation of a greenfield central communication hub serving the entire bank — email, SMS, push notifications and bankmail for all customer communication. The platform also orchestrates document generation and archiving end-to-end.
Built on Azure cloud (Kubernetes, Key Vault, SQL Server, Blob Storage, Service Bus, AI Search, Istio service mesh). Fully accessible to mainframe, on-premises and cloud client applications via a unified API layer with queue/topic-based feedback channels. Running at 20 million communications per month in production.
In collaboration with the data team, also designed and built reporting data pipelines using Azure Synapse Analytics — staging data into delta store and Parquet-format tables feeding the enterprise data lake for downstream reporting and analytics.
End-to-end design and development of the RDR (Règlement Direct) settlement system — the Belgian inter-insurer convention under which the non-responsible party's own insurer settles the claim directly on behalf of the at-fault insurer. The implementation integrates Datassur (Belgian insurance data exchange platform) for inter-company claims reconciliation within Guidewire ClaimCenter.
Also designed and built a separate bodily injuries calculation engine embedded in ClaimCenter. The engine applies Belgian case law and jurisprudence from civil courts to evaluate compensation across the full spectrum of personal injury damage heads — covering both temporary and permanent impairments, economic losses, moral prejudice, aesthetic damage, loss of enjoyment of life, and other recognised injury categories — producing consistent, auditable indemnity calculations for claims handlers.
Led multiple concurrent programmes at the Belgian federal tax administration: SOA/ESB platform rollout (Sonic ESB) for integration and security across customs, VAT and patrimonial documentation; programme management for new application development (AG non fisc); and project management of the CSAM federal mandate service — a cross-agency identity and authorisation platform used by ONSS, BCSS, Fedict and multiple municipalities.
Delivered SOA architecture for le Forem (ServiceMix ESB) and led the FormaForm professional portal project for le Forem / Bruxelles Formation / IFAPME — a Jahia-based CMS with training management, community features and a fully asynchronous HTML5 frontend. Also responsible for internal infrastructure (Cisco, ESXi, PKI, VOIP/Asterisk).
Early-career delivery at FPS Finances: Tax-on-web (3M+ declarations), MyMinfin portal migration (JBoss 4.2 → Weblogic 10 with new JEE architecture), dormant accounts application (Identifin) and SFRS (Febelfin). Internship at Sibelga in HV network dispatching and technical documentation.
